Abstract

The necessity of professionalism of public office workers is reasonable as a main requirement of success of reforms in Ukraine. It is marked that the use of conception of leadership during realization of reform of public management will give an opportunity system to react on the important calls of present time : bureaucracy, corruption, problems of embodiment of decentralization of imperious relations, improper quality of grant of public services and others like that. Efficiency of administrative activity depends on providing of the best betweenness by the involved resources and got results. Effectiveness that is the family on maintenance concept of efficiency consists in that, to provide success of public management with the achievement of aims and decision of public problems that is certain a government or legislation. This necessitates leaders who are able to modernize the system of public administration, improve the mechanism of delegation of authority and responsibility for their results. It was also found that the role of regulatory support for public administration reform at the state, regional and local levels is growing steadily. Every activity of responsible and open institutes of public servants should be clearly regulated by legal norms, involved in scientific, advisory, organizational, communicative, practical and other work of specialists who have relevant professional knowledge, competencies and readiness for reform work. The effectiveness of the implementation of state personnel policy is to fully reflect the economic, social, political, state and administrative relations. In addition to the existing forms of training (retraining) of public servants, it is advisable to improve mentoring and human resources as effective technologies of personality-oriented learning. The specific responsibilities and rights of public servants are determined on the basis of standard qualifications and are reflected in job descriptions and instructions approved by the heads of the relevant public administration bodies within the law and their competence.
