LEGAL MODEL OF THE SYSTEM FOR EVALUATING THE EFFECTIVENESS OF REGIONAL DEVELOPMENT MANAGEMENT IN UKRAINE: STATUS AND PROSPECTS FOR IMPROVEMENT

Abstract

Ukraine's European integration aspirations, which are enshrined in the Basic Law, inevitably create certain challenges for the current institutional organization of public authorities in Ukraine. Of course, such challenges should motivate academics, civil servants and political leaders to reconsider the existing model of public affairs management, in particular to develop new and more effective regional development management policies. As you know, the European system of public administration at the regional level due to historical and other conditions is built on the principle of self-government, which provides a huge amount of powers of regional public policy, as well as responsibility to residents of local communities. In turn, the Ukrainian model of public administration at the regional level in the European sense is just beginning to take shape, as only with the beginning of the decentralization reform did the central public authorities begin to implement generally accepted principles of governance. However, it is obvious that regional policy cannot be separated from national policy. This is especially true of regional development policy, which is currently perhaps the most important component for stimulating regional development. One of the effective and tried and tested mechanism of influence on the process of regional development is the evaluation of the effectiveness of management of such development. The formation of such a system is also, of course, able to provide answers to many questions of regional governance, such as: the extent to which the activities of regional government are focused; whether the most effective means are used to achieve certain development goals; which areas need special attention of regional government. However, a theoretical model of the evaluation system can be viable only if it is implemented in the practice of public administration, which is impossible without appropriate legal regulation. In this context, it is crucial to adequately and fully reflect this model of evaluation in the relevant legislation (both at the level of law and at the level of bylaws). Otherwise, such a system will either not work validly or will not work at all. The purpose of this article is to study the issue of legal regulation of the system of evaluation of the effectiveness of regional development management, in particular, its model, subjects, basic principles and principles. In addition, the article will also analyze the legal model of evaluation by comparing it with theoretical constructions developed at the scientific level, as well as provide some recommendations for improving this system at the level of laws and regulations of Ukraine.
