Abstract

The article examines the need to provide state support to the agricultural sector of the economy in military conditions. The global rise in prices is caused by a shortage of grain, as the war against Ukraine effectively halted more than a quarter of world wheat exports. Buying in Ukraine was profitable and logistically convenient. Ukrainian ports have been cut off from the world by Russian warships, and supplies can only be made on congested land routes, which are much less efficient. There is a danger that world markets will be short of wheat, corn and barley, and world grain exports will fall sharply. More than 400 million people in the world depend on grain supplies from Ukraine. In addition to the sharp rise in prices, supply chains were disrupted. Ukraine’s energy infrastructure has been destroyed. Restrictions on the supply of fuel and mineral fertilizers complicate agriculture and lead to significant losses in production and exports. An important aspect of military aggression against Ukraine is the aggravation of social issues. After the start of the full-scale war, more than 8 million Ukrainians registered as internally displaced persons, and about 6 million went abroad. Providing the population with food and restoring supplies to world markets in order to fill the state budget, creating suitable conditions for the functioning of the agricultural sector of the economy is of particular importance. The problem of shortage and high cost of fuel for the needs of farmers can be solved by introducing significant tax benefits. It is allowed to place on the market of gasoline and diesel fuel of ecological classes Euro-3 and Euro-4 for use by farmers. Work with pesticides and agrochemicals has been simplified, permits for their transportation, storage and use under martial law have been extended. Tractors, self-propelled chassis, etc. can be operated without registration. State support will help create conditions for the functioning of the agricultural sector of the Ukrainian economy in military conditions.
