PUBLIC MANAGEMENT OF HEALTH CARE DEVELOPMENT AS A SUBJECT OF SCIENTIFIC RESEARCH

One should not ignore the achievements of the medical reform thus far: improvement of financial capabilities of communal non-commercial enterprises due to autonomisation and commercialisation, increase in the share of the private sector, streamlining of patient logistics between the links of the health care industry, etc. Moreover, it is crucial to maintain the dynamics of positive changes, but this requires further strengthening of resource capacity and increasing the efficiency/effectiveness of its use in this segment of the national economy. Domestic science boasts the following research findings: clarification of the essence of the concepts on the given subject matter; evolution of the health care models and public management of the development of this segment of the national economy; institutional and legal support of this process; mechanisms of public management of health care development; generalisation of monitoring methods as well as criteria and indicators for assessing the results of public management of health care development; interim results of the medical reform in Ukraine as well as problems in this area; best global practices for the continuous development of the health care sector chosen for further adaptation to the conditions of Ukraine; improvement of the mechanisms of public health care management. Taking into account today’s challenges, one of the following topics («Public management of the continuous health care development», «Organisational and legal mechanism of public management to promote the development of private health care in Ukraine», «Organisational and economic mechanism of public management of the material and technical supply for the development of domestic health care», «Holistic mechanism of public management of health care development in Ukraine under the threat of military aggression») will be the subject of its own research. Further scientific research should be devoted to the development of theoretical provisions and practical recommendations aimed at improving the public management of health care development.
