IMPLEMENTATION OF STRATEGIC ECOLOGICAL ASSESSMENT AS A TOOL OF MANAGEMENT OF SOCIO-ECOLOGICAL DEVELOPMENT OF REGIONS

Abstract

The article considers the experience of implementing strategic environmental assessment (SEA). A brief overview of the practice of conducting SEA in the Kherson region, on the example of p. Bogdanovka. Legal acts on SEA are analyzed and their key provisions are outlined. The results of practical experience of conducting SEA on the example of a separate settlement are highlighted. Both positive aspects and main shortcomings and gaps in the Ukrainian SEA practice are identified. It is noted that in the process of SEA implementation it is important to evaluate possible alternatives to the proposed master plan and the conditions of its implementation. Each of the alternatives considered should be justified in terms of environmental impact, and the adopted option should offer the highest level of safety for the environment. It is stated that the amount of SEA is determined by the list of the main environmental problems available in the Zelenivka territorial community. In determining the areas of strategic environmental assessment, major environmental issues, environmental goals, including public health, relevant to the draft amendments to the master plan of the village, the strategic goals and objectives for the identified problems in legislation and regulations were considered. acts of local councils. As a result of the strategic environmental assessment of the master plan of the village of Bogdanovka Zelenivka village council of the Dnieper district of Kherson the participants of the hearings suggested to consider the "zero" option, without implementing project changes. It was found that conducting a strategic environmental assessment has not only an economic effect (including by saving time and money on approvals and permits), but also social, environmental, social and cumulative effects.
