PRECULIATORIES OF STATE REGULATION AND SUPPORT OF THE AGRICULTURAL SECTOR OF THE UKRAINIAN ECONOMY UNDER CONDITIONS OF MARITAL LAW

Abstract

The article outlines the problems and challenges confronting Ukraine’s state-managed agriculture system as a result of hostilities on its territory, the destruction of agro-industrial infrastructure and the mining of a significant share of fields, the disruption of logistics chains, the bankruptcy of a large number of farms, a lack of adequate financing, and the limitation of credit and investment state resources. It was concluded that the quantity of official support for Ukraine’s agro-industrial complex and financial help to farms has drastically dropped in recent years, which has a detrimental impact on the operation of the agricultural services market. The agricultural sector of Ukraine has sustained significant damage as a result of the Russian Federation’s fullscale invasion, and the amount of public investment required to return the industry to pre-war levels has been assessed. The primary mechanisms of governmental assistance are investigated, including agrarian protectionism of local producers, the establishment of agricultural development programs, and capital investments. It is stressed that the necessity for state regulation of agriculture in current circumstances stems from the need to secure the country’s food security, local producers’ competitiveness on global markets, and the stabilization of the agricultural services market’s functioning. Problems related to the agrarian sector, which considerably increased with the implementation of martial law, are highlighted, including farm bankruptcies and obsolete equipment, the resolution of which required governmental intervention. It was observed that an essential component of state regulation and assistance for the agricultural industry is the harmonization of home legislation and agricultural technical rules to the standards of the European Union in order to simplify escort for domestic producers. The analysis focused on the state support plan for agricultural production in order to revitalize the sector. The results of the study summarize the most urgent problems that require immediate solution by state resources in the agricultural sector.
