FORMATION OF LOCAL BUDGETS AND WAYS OF THEIR IMPROVEMENT IN THE CONDITIONS OF DECENTRALIZATION OF POWER

The article highlights the current state of formation of local budgets in terms of decentralization of financial resources, taking into account changes in budget and tax legislation, an analysis of the revenue side of the local budget. Based on the study, the problems and ways to strengthen the financial base of local governments have been identified. The main tasks of budget decentralization are formulated. It is established that if the legislative, organizational and social problems are solved, local budgets will be able to have a sufficient amount of funds to perform the delegated powers. The main theoretical and practical aspects of local budget formation in the conditions of decentralization are considered. The current state of formation of local budgets is characterized. The development of local budgets is analyzed. The sources of content and problems in the field of local budget formation in Ukraine are indicated.
