TRANSFORMATION OF THE BASIC SCIENTIFIC AND THEORETICAL FOUNDATIONS OF THE STATE HUMANITARIAN POLICY REGARDING THE FORMATION OF THE NEWEST SOCIO-CULTURAL SPACE IN UKRAINE

Abstract

The article determines that the basic principles of socio-cultural development are a significant contribution to the formation of the latest state humanitarian policy. In the theory and practice of public administration, the main goal of socio-cultural development is the formation of a harmoniously developed personality, and the goals of state humanitarian policy are to strengthen civic identity, create conditions for the education of citizens, preserve historical and cultural heritage and use it for education and civic education. It was found that the socio-cultural space of the country, the main ideas of which are formulated and is only one of the many humanitarian directions that are part of the multidimensional and at the same time integral state humanitarian policy. Therefore, the formation of these foundations means that an objectively necessary integral, comprehensive state strategy for humanitarian development as a strategy for the development of human potential, modern social and humanitarian transformation of the state has appeared in the system of state management of humanitarian development of the country. Іt has been proven that Ukraine was permanently in the space of humanitarian instability, which is an integral, integrative assessment of the current level of socio-cultural development of the country, its social and humanitarian viability. It must be recognized that there is a modern requirement to completely reverse the negative humanitarian trends and actualize the development of the sociocultural potential of society. Today in the country there is a crisis of the system of educating citizens, moral control, a crisis of mass culture, a modern model of civic education and public health. It has been analyzed that despite a number of shifts in relation to positive factors in humanitarian policy, the crisis trends of socio-cultural processes retain the main negative integrative characteristics. One of the many indicators of the characteristics of the humanitarian crisis is the fact that the state, by all main indicators, characterizes the negative trends of socio-cultural development, occupies an extremely low ranking position among the countries of the European Union. Іt is substantiated that another evidence and form of humanitarian crisis in the state is the fact that many quantitative and qualitative parameters of socio-cultural development, primarily characterizing the spiritual-moral, mental, socio-psychological state of society, as well as indicators of deviant behavior exceed scientifically based limit critical, threshold values. Today, it is necessary to create conditions for every person to realize his creative potential, to ensure citizens’ access to knowledge, information, cultural values and goods.
