The process of modeling project management and its tools on the examples of development of territorial communities are analyzed. Examples of application of project management to concrete territorial communities are given. In article models of development of territorial communities, on the basis of modern approaches, methodical approaches to the analysis of human potential of territorial community are offered. Approaches to social development are generalized and developed. The interrelation of different models and approaches in the proposed complex model of territorial community development is shown. The conceptual and terminological apparatus of the research is revealed, in particular the capacity of the community, endogenous potential and its structure (economic, financial and human components).
