Abstract

The article explores that public health today is a serious problem because expensive and competing resources must be produced in large quantities and distributed among large numbers of people. The importance of the health care system cannot be overestimated because public health makes it possible to achieve the goals of natural population growth, a high standard of living for all members of society, and equal opportunities for different social strata. At the same time, ineffective state policy in the field of health care prevents the realization of these goals, which are a priority for the entire national social and humanitarian sphere. It has been proven that public health policy covers areas related to government policy, so it is also necessary to reform fiscal policy that encourages health promotion and disease prevention programs and gradually increases health care spending. Regulatory and legal support should also create favorable socio-economic conditions for organizations that implement programs to improve public health and disease prevention and for investors that invest in improving conditions for a healthy lifestyle. It was found that the socio-humanitarian consequences of the impact of medical and social activities require a special approach to the regulatory and legal regulation of the sphere of protection and raising the modern level of public health. This is related to the socio-economic and social processes taking place and the potential of practical application of the measures implemented in the context of the current reform of the national health insurance system. Regulatory actions in the field of public health protection are often fragmented, medical and social norms duplicate each other, and the activities of individual branches of state social and humanitarian policy are not regulated. It is realized that the main driving forces of the transformation of the public health care system are such problems as the low economic and social efficiency of the work of health care institutions. Instead, the private sector of the national health insurance system was partially formed and continues to develop as a result of its qualitative reorganization and transformation of the mandatory health insurance system. However, the system of raising the level of public health in Ukraine is currently in crisis, its functioning is a serious problem at the current stage.
