THE ROLE OF THE STATE AND CIVIL SOCIETY IN THE FORMATION OF TERRITORIAL DEFENSE TROOPS POLAND

Abstract

Analysis of the experience of building the Polish defense system, the influence of public authorities, civil society institutions on the formation of elements of national security, including territorial defense, as a socio-political institution of state security. The author reveals the peculiarities of military construction in Poland of territorial defense forces and identifies the leading role in this process of public authorities, local governments, and all institutions of civil society. He revealed the chronology of state decisions on the formation of territorial defense forces with the consolidated unity of all public authorities. Territorial Defense Forces are considered in Poland as a separate, fifth type of the Armed Forces of the country, but which is formed and provided with the active participation of patriotic public organizations, local governments. The author actualizes the Polish experience for the realities of military construction in Ukraine, highlighting the positive features: consolidation of society around the idea of state security, active involvement of civil society, active cooperation of local governments with territorial defense forces, national-patriotic education of territorial defense forces in schools. It is noted that the Polish territorial defense is based on public patriotic organizations of defense orientation. And their structure itself has 2 components: civilian, which provides interaction with civilian administrations, and military, which is responsible for basic military training of personnel and training. Attention is drawn to the need to deploy training (preparatory) centers for territorial defense forces, through which all personnel should pass, and the state and local governments should create prestige, social guarantees, and certain preferences, especially for young people belonging to territorial defense.
