IMPLEMENTATION OF FOREIGN EXPERIENCE OF INTERACTION BETWEEN THE STATE AND CIVIL SOCIETY IN THE LEGISLATION OF UKRAINE

Abstract

The need to ensure balanced interaction between public authorities and civil society on the model of the European Union was noted. It is emphasized that in the countries of the European Union the concept of established rule of law is being actively implemented by the government. It is noted that the signing of the Association Agreement between Ukraine and the EU has led to the strengthening of civil society, promoting institution building and consolidation of public associations. There is a need to improve the procedure for introducing public expertise in Ukraine. The impact of the implementation of the European Citizens' Initiative program on Ukraine's inclusion in the petitions system by the European Commission is noted. The requirements for accepting petitions for consideration and determining a legal decision on them are considered. The international experience of the legally fixed requirements for official representation in person, which ensure the promotion of civic initiatives, is described. It is noted that in the modern world the tools of public initiatives are being intensified in order to address the tactical aspects of public administration. A number of reasons that have a destructive effect on the success of the implementation of public expertise are considered. An approach that will contribute to the formalization and technological success of feedback between public authorities and the public is analyzed. Emphasis is placed on the need to develop legal mechanisms to legitimize the interaction of public and state control. It is agreed that the Government of the European Union is actively implementing transnational principles, norms and regulations to regulate the functioning of civil society and their relationship. It is stated that the establishment of successful social influence on law enforcement agencies in European countries is interdependent with the regulation of the joint competence of law enforcement agencies and the police. It is stipulated that in the context of statepower transformations on the territory of Ukraine it is necessary to implement the conceptual requirements of civic interaction.
