TRANSFORMATION OF THE STATE SOCIO-ECONOMIC POLICY ON THE EMPLOYMENT MARKET DURING THE COVID-19 PANDEMIC: INFORMATIZATION AND DIGITALIZATION OF SOCIETY

Abstract

Currently, the need to develop measures to prevent the socio-economic consequences of the COVID-19 pandemic is paramount for most countries. Identifying ways of possible impact on the social and informational form of the spread of a new infection is especially relevant in a global problem. Therefore, it is necessary to analyze the behavior of society by studying the dynamics of search queries, as well as to identify possible ways to minimize the negative socio-economic effects caused by the COVID-19 pandemic. The pandemic has forced people into social distancing and self-isolation, forcing many workers to leave their usual jobs and gain new "unemployed" status. Panic began to grow rapidly on social networks. Of course, it is too early to say that the crisis is over, but at this stage the society has some information about the COVID-19 virus, so it can take measures to eliminate the effects of the pandemic. In many respects, the forced introduction of restrictions on interaction caused by the specifics of the COVID-19 pandemic has led to a significant transformation of the processes of production and consumption of goods, work and services, resulting in disruption of economic ties. Solving the problem is relevant in the context of its global nature, so it is necessary to study the impact of the pandemic on the labor market and draw consistent conclusions about what steps should be taken to minimize the negative socio-economic consequences. In times of widespread development of technology can not ignore the information component of society, the impact of the information environment is greatly underestimated. Throughout history, pandemic outbreaks have not only negatively affected the functioning of society, but, on the contrary, have paradoxically "cleared the way" for innovation and advances in science, economics and political systems. The COVID-19 pandemic is accelerating the spread of Internet technologies for conferences, seminars, meetings, online learning, social networking, economic trade and financial transactions. We can agree that the COVID-19 pandemic will lead to the development of technology, increase investment in human potential and emphasize the danger of reducing investment in health care. The COVID-19 pandemic has led to a significant increase in the number of poor people, which has had a negative impact on public welfare, but contrary to forecasts, there has been no systemic impact on income change. Thus, the hypothesis that the COVID-19 pandemic may contribute to rising unemployment is confirmed, but there is an in-depth analysis of changes in workers’ incomes during the pandemic to establish the existence or absence of a link between wage changes and COVID-19 pandemic dynamics.
