Abstract

The main topic of the article is the issue of digitalization of public administration in the system of continuing education of teachers. It is noted that the development of digital communications affects the effectiveness of management decisions. The article analyzes the international experience of using information systems in public education management. The main components that characterize a successful EMIS are outlined. The practice of EMIS implementation and use in Denmark, Lithuania and Estonia has been studied. On the basis of the conducted research, the most actual elements of experience for introduction in public management of system of continuous education of pedagogical workers of Ukraine are defined. The current Ukrainian information systems of public education management, in particular the "State Information System of Education" (SISE) and the "Automated Information System of Educational Management" (AISEM) have been studied. A proposal has been made to create a separate module "Professional Development of Teachers" on the basis of AICOM. The types of data that will contain the module and their use by public administration bodies, educational institutions, pedagogical workers, subjects of advanced training are determined. It is noted that the data of the module will allow public authorities in the system of continuing education to automate the process of collecting statistical information and reporting on training of teachers. Moreover, the module will allow systematizing the data of educational institutions and will facilitate the search for subjects of professional development for teachers. The issue of creating a module is relevant for public administration in the system of continuing education, especially in wartime, because it will help work with information regardless of location, which will create safe working conditions for public administration and teachers.
