MECHANISMS OF RECONCILIATION OF INTERESTS OF INTERESTED PARTIES IN PUBLIC POLICY-MAKING IN THE ENERGY SPHERE OF UKRAINE IN THE CONTEXT OF THE RUSSIAN-UKRAINIAN WAR

Abstract

The article analyzes the mechanisms of coordination of the interests of interested parties in the development of public policy in the energy sector of Ukraine and identifies directions for their optimization in the context of the Russian-Ukrainian war. It is noted that Russia’s full-scale invasion of Ukraine on February 24, 2022 actualized new challenges for domestic energy policy not only at the national, but also at the global level. This actualizes the need for the formation of a fundamentally new domestic energy policy – both in the context of the continued integration of Ukraine into the European energy system, the development of renewable energy sources, and the introduction of the latest mechanisms for coordinating the interests of interested parties in making political and management decisions in the energy sector of Ukraine. It is shown that today in Ukraine, the key mechanisms for coordinating interests in the development of public energy policy are legislative mechanisms; regulation and coordination mechanisms; market mechanisms; partnership mechanisms and public dialogue and consultation. It has been proven that the key tasks of the new energy policy in Ukraine are related to the need to ensure the stable and uninterrupted operation of the national energy system, as well as the elimination of dependence on Russian energy resources. It was determined that the development of renewable energy may be the main directions of optimization of the mechanisms of coordination of interests; expansion of cooperation and coordination of interests with European countries; increasing transparency and improving control mechanisms; development of national energy projects, diversification of energy supply sources and energy efficiency. The implementation of the above-mentioned initiatives will contribute to the formation of an effective energy policy in Ukraine, which will ultimately ensure the full implementation of national and public interests.
