IMPLEMENTATION OF THE BASIC PRINCIPLES OF THE STATE SOCIAL AND HUMANITARIAN POLICY FOR THE PRESERVATION OF PUBLIC HEALTH: THE EXPERIENCE OF THE COUNTRIES OF CENTRAL AND NORTHERN EUROPE

Abstract

The article defines that health is the basis of the public well-being of the nation, its economic and social prosperity, therefore protecting and strengthening the health of citizens is a priority task for the state. As a result of the conducted research, it was possible to identify the main causes of health loss and risk factors of various diseases in our country and the countries of Northern Europe, to determine possible directions for strengthening the health of the population in our country based on foreign experience in the implementation of social innovations in the field of public health. It has been found that special attention is paid to ways to reduce the burden of noncommunicable diseases by means of measures for prevention, early detection and timely treatment, which can be carried out within the framework of primary health care. The results of the work can be used to forecast the situation, as well as in the development of specific measures and recommendations for the exit from the demographic crisis, in the creation of new approaches to the protection and strengthening of public health. It has been analyzed that in recent years, issues of public health, including the health of the population, have increasingly become the focus of attention of politicians, the public, and scientists. Thus, the majority believes that public health, population health or population health is the main feature, the main property of the human community, its natural state, which reflects the individual adaptive reactions of each articulated community of people and the ability of the entire community in specific conditions to most effectively carry out its social and biological functions. It has been proven that public health or the health of the population is the ability of society as a whole, of its individual strata, to preserve, strengthen, and develop its natural biological and social potential. At the same time, the health of an individual is also important, the health of large and small social groups is made up of the health of individuals. The social-stratification analysis of public health shows that not all population groups are aware of their individual and public health. It is substantiated that the problems of public health care are not only in the lack of resources, but also in the fact that they are used inefficiently and do not give the desired socioeconomic effect. Evaluation of the effectiveness of the health care system plays an important role for the correct selection of state policy priorities in the field of health care at the general and regional levels. Systematic, consistent, coordinated actions are necessary at all levels of government and society, aimed at the formation of new health care institutions capable of returning the system to a specific person. Achieving sustainable economic development of the country, improving the demographic situation is not possible without preserving and strengthening the health of the population.
