PROBLEMS OF FINDING AN OPTIMAL MODEL FOR THE ACTIVITIES OF PUBLIC ADMINISTRATION BODIES OF A MILITARY-CIVILIAN NATURE

Abstract

The article analyzes the views of scientists regarding the functioning of public administration bodies of a military-civilian nature: military-civilian and military administrations. Іt was noted that the creation of military-civilian administrations as public administration bodies was, at one time, the result of the search for a model that was supposed to replace local executive bodies and local self-government bodies. In the existing conditions, a qualitatively new form of local administration of a military-civilian character was created, which generally confirmed its effectiveness in the existing conditions. This fully applies to military administrations as well. Attention is focused on the scientific discussion regarding the model of functioning of such bodies, their competence, powers, etc. The existing approaches are summarized and directions for improving the activities of military-civilian administrations are highlighted: updating the current legislation regulating the activities of military-civilian administrations, carrying out institutional changes (searching for a model, structure, etc.), organizing work, applying new forms and methods, etc. It is emphasized that the creation of effective bodies of public administration of a military-civilian nature is impossible without the development of an extensive regulatory and legal framework that would ensure stable legal regulation of the activities of such bodies, scientific work aimed at developing the theoretical basis of their regulatory and legal regulation, principles and approaches to management territories in the zone of military conflict, etc. It was noted that the study of the functioning of public authorities of a military-civilian nature should be carried out in a prospective dimension, because their activity will be relevant for a certain period even after the end of the war. Emphasis is placed on the research perspective of the mentioned issues and further systematic and complex study.
