Abstract

Relevance: The article is devoted to the study of the relevance of digital modernization of administrative and legal regulation of the construction industry. The author demonstrates the effectiveness of the rationale for the digitalization of administrative and legal control (supervision) in the construction industry. It is worth noting that in 2020, national legislation has undergone major changes in the field of research. The administrative and legal principles of managing relations in this area should be aimed at achieving maximum automation, developing new tools and electronic services. Objective: to analyze the main directions of changes in the activities of civil servants and to identify competencies that will allow them to effectively carry out their professional activities in the context of the development of digital public administration tools. The digitalization of public institutions involves a shift in the focus of the civil servants' competence system, as its success is linked to the readiness of civil servants to use new technologies in their professional fields. This, in turn, leads to a growing research interest in this issue. Result: The article reveals the content of the concept of "service state" and describes the specifics of its formation. The main trends of change include: digitalization, customer focus, organization of work using project technologies, including agile methodology; self-management and self-motivation. In the global practice of public services, the competency-based approach is accepted as the basis for developing employee productivity, innovation, and responsibility. In this perspective, competence is perceived as the ability to perform professional functions at a certain qualitative level through the use of information and communication technologies. Conclusion: The author has conducted a theoretical analysis of scientific sources in the field of economics, management and law on the topic of research; substantiated the approach to the transformation of information competencies of civil servants into digital competencies, which provide an expanded set of knowledge and skills necessary in the context of digitalization of the civil service; proposed a list of digital competencies of civil servants in the context of digital transformation; revealed the requirements for skills and competencies of civil servants in a service state with an emphasis on human-centered approach.
