ANALYSIS OF LOSSES AND DESTRUCTION OF THE INFRASTRUCTURE OF UKRAINE, SUBJECT TO RESTORATION

The article examines in detail the volumes and cost of losses of various types of infrastructure of Ukraine under martial law. The priority of the short-term restoration of transport and social infrastructure objects, as well as the active development and discussion of long-term programs, plans and projects for the reconstruction and development of the infrastructure and its joining to the European transport network, has been identified. In order to restore and develop various types of transport infrastructure, partnerships are being established with partner countries (cooperation between Ukraine and Moldova in order to develop railway connections; cooperation with the Ministry of Transport of Romania, transport partnership and a joint action plan with Great Britain for the restoration of infrastructure). In order to rebuild and restore the infrastructure in Ukraine, new institutions and working groups are being created. The Recovery Plan defines a list of projects within the framework of national programs for recovery, modernization, and expansion of infrastructure. It was revealed that the amount of funding for the restoration and reconstruction of Ukraine's infrastructure significantly exceeds the estimates of losses due to hostilities ($151.2 billion and $270-445 billion, respectively, according to the Recovery Plan). External support mechanisms for Ukraine have been identified, which provide for the financing of transport infrastructure objects by international organizations (the reconstruction program of the European Commission "RebuildUkraine" for the development of transport infrastructure (TI), the project of the World Bank for the reconstruction of TI with a budget of 585 million dollars).
