IMPROVING THE PUBLIC COMMUNICATION MECHANISM WITH LOCAL GOVERNMENT BODIES WITH THE HELP OF INFORMATION SYSTEMS

Abstract

The article describes directions for improving the interaction of civil society with local authorities through the use of information systems that are actively implemented in modern territorial communities. Emphasis is placed on the application of the web portal "Action. Digital community". The specified information resource contains an action plan regarding digital transformations, regulatory and legal support, which may be needed for the effective birth of informatization. Community representatives register on the platform and share their successful digital experiences. The section "Basic tools" contains effective components of effective interaction between local authorities and the public. And the same: electronic petitions, public consultations, open budget, open city, etc. The article also pays attention to the application of the Digital Transformation Index of Ukrainian communities. The method of calculating the Index consists in finding out the level of use of information technologies in the community and includes: determining the list of factors that affect the level of use of information technologies in the community; assistance in decision-making by local authorities regarding the implementation of community digitization projects; the final value of the Index of digital transformation of communities will be a component of the community's investment attractiveness. Result The Index of digital transformation of communities can be applied in several directions of the functioning of the territorial community, namely: for the population of the community, the Index can become one of the components of determining indicators of the level and quality of life; for business representatives, the Index can be an indicator of efficiency when investing their funds in enterprises located on the territory of the community; for investors, the Index can be an indicator of the effectiveness of attracting investment funds to construction objects and production infrastructure; for state authorities, the Index can become an indicator for monitoring the effectiveness of local authorities' use of state resources for the socio-economic development of the territorial community; for heads of communities and local self-government bodies, the Index can become an indicator, the dynamics of which can be used to monitor the level of development of digitalization when making local decisions; for public organizations, the Index can become an indicator, the dynamics of which can be used to monitor the effectiveness of the work of local authorities.
