TOPICAL ISSUES OF DEFINING THE CONCEPT OF A TECHNOPARK IN UKRAINE AND IN THE WORLD

Abstract

The article examines the definition of the concept of a technology park in Ukraine and in the world. The article highlights the concept of a technology park in the Ukrainian scientific thought, analyses the world experience in defining the concept of a technology park, defines the characteristics of a technology park, analyses the problems of defining a technology park in Ukraine as a subject of innovation activity. In particular, the definitions of the concept of technology park proposed by the International Association of Science Parks and Areas of Innovation, Directorate-General XIII of the European Commission, the United Nations Industrial Development Organization (UNIDO), the United Nations Conference on Trade and Development (UNCTAD), the World Bank (WB), the United Kingdom Science Park Association (UKSPA), the American Association of University Research Parks, the Swedish Incubators and Science Parks, the Association of Science and Technology Parks of Spain, etc are considered. Attention is also paid to the legislative definition of the concept of a technology park under the Law of Ukraine «On the Special Regime of Innovative Activities of Technology Parks» No. 991-XIV dated 16 July 1999, and to the definition of a technology park as a form of an innovative enterprise under the Law of Ukraine «On Innovative Activities» No. 40-IV dated 04 July 2002 (hereinafter – the Law on Innovations). Based on the analysis of the definitions of the concept of a technology park given in the article, its characteristics are highlighted. Proposals are made to harmonize the definition of a technology park and its role as a form of innovative enterprise in Ukrainian legislation. Attention is also paid to the issue of the expediency of establishing for technology parks a limit of more than 70 percent of the volume of its products (in monetary terms) for the reporting tax period which must be innovative products and (or) innovative services in order to define a technology park as an innovative enterprise.
