HUMAN RIGHTS PROTECTION SYSTEM OMBUDSMAN INSTITUTE: FOREIGN EXPERIENCE FOR UKRAINE

Abstract

The article is devoted to the analysis of the institution of the ombudsman as an important element of the human rights protection system, with a special emphasis on the possibility of adapting foreign experience for Ukraine. The article examines key aspects of the effectiveness of the ombudsman institution, including its independence, powers, accessibility and interaction with the public. The main focus is on the analysis of foreign practices and their potential for implementation in Ukraine in order to strengthen the protection of human rights and support democratic development. The author highlights successful examples of the functioning of ombudsmen in different countries, emphasizing the specifics of powers, work methods and effectiveness of interaction with state bodies and citizens. Considerable attention is paid to the issues of adapting foreign experience in the context of Ukrainian realities, taking into account political, social and cultural features. The article also examines the challenges and prospects for the development of the ombudsman institute in Ukraine, including the need for legislative changes, raising legal awareness of the population, and implementing innovative approaches to improve the accessibility and effectiveness of the institute's work. Recommendations for further development and strengthening of the role of the ombudsman as a key defender of human rights in Ukraine are highlighted. The article aims to contribute to the discussion and further research of the possibilities of improving the institution of the ombudsman in Ukraine through the prism of foreign experience, with the aim of ensuring effective protection of human rights and supporting democratic transformations. The article emphasizes the importance of international cooperation and exchange of experience between ombudsmen of different countries as a tool for improving human rights protection mechanisms. It highlights how the implementation of advanced international practices and standards can contribute to increasing the transparency, accessibility and efficiency of the work of the ombudsman in Ukraine. The author emphasizes the importance of adapting foreign models taking into account the national characteristics and needs of Ukrainian society, pointing out the need to involve a wide range of stakeholders for effective reform of the ombudsman institution.
