ANTI-CORRUPTION EXPERIENCE OF GERMANY: PROSPECTS OF IMPLEMENTATION IN UKRAINE

Abstract

The article examines Germany's experience in the fight against corruption and assesses the possibilities of its implementation in Ukraine, where corruption remains the main obstacle to the socio-economic development of our country. The purpose of the study is to determine the prospects of applying the experience of Germany's anti-corruption policy in Ukraine. The article analyzes the legal and institutional mechanisms of effective anti-corruption at different levels of public administration in Germany. The data presented in the study indicate that the key success factors of Germany, such as a clear legal framework, independence of anti-corruption bodies and interagency cooperation, can have a positive impact on the effectiveness of the fight against corruption in Ukraine. The number of corruption crimes in Germany in 2023 was studied. Also within the scope of the study, a regression analysis was performed, the correlation coefficient was calculated, and an analysis of variance (ANOVA) was performed to assess the factors affecting the level of corruption. As a result, it was established that the level of corruption in Germany depends on the income of citizens, the level of unemployment and trust in state institutions. The dependence between the level of corruption and different levels of income was also established, which indicates a special vulnerability to corruption among citizens with lower incomes. The conducted SWOT analysis shows that Germany has powerful tools to fight corruption, however, there are problems that need attention, including the increase in the number of corruption crimes in the private sector and at the international level, as well as the decrease in the CPI over the last 5 years. Practical significance The article consists in the proposed key steps in the fight against corruption for Ukraine based on a deep and comprehensive analysis of Germany's anti-corruption policy. The originality of the study lies in the deep and thorough analysis of factors affecting the level of corruption in Germany and the development of recommendations for Ukraine.
