REGULATORY AND LEGAL MECHANISMS FOR IMPLEMENTING STATE HUMANITARIAN POLICY IN UKRAINE

Abstract

The article considers the implementation of state humanitarian policy as one of the key areas of public administration, which determines the development of culture, education, language policy and contributes to the formation of national identity. The regulatory and legal mechanisms for regulating this area in Ukraine are analyzed, in particular legislative acts, strategic documents and international obligations. Special attention is paid to the issues of preserving cultural heritage, supporting cultural and creative industries, integrating education into the European space and harmonizing interethnic relations. Among the problems of implementing humanitarian policy, the fragmentation of regulatory regulation, insufficient funding of the cultural and educational spheres, difficulties with the implementation of international standards, as well as the impact of socio-economic and security challenges are highlighted. The need to improve coordination between state and local authorities, civil society and international partners is identified. In the context of European integration, the importance of adapting legislation to European standards, modernizing humanitarian management, expanding public-private partnerships, and strengthening financing was emphasized. An important aspect is the development of publicprivate partnerships in the fields of culture, education, and cultural heritage preservation, which will allow attracting additional resources and stimulating the development of creative industries. Particular attention was paid to the digitalization of the humanitarian sphere, including the creation of electronic registers of cultural objects, the development of online education, digital archives, and expanding access to cultural resources. Thus, the effective implementation of humanitarian policy requires a comprehensive approach that includes improving the legislative framework, adequate funding, the implementation of international standards, and modern management technologies. This will contribute to strengthening national identity, humanitarian security, and Ukraine’s integration into the European humanitarian space.
