STRATEGIC PLANNING AS A TOOL FOR IMPROVING THE EFFICIENCY OF STATE POLICY

In today’s conditions of growing instability caused by geopolitical conflicts, global risks and internal transformations, strategic planning as a tool for ensuring effective public administration is gaining special importance. For Ukraine, which is in a full-scale war, the issue of building a holistic, coordinated and adaptive system of strategic management is critically important for preserving national integrity, institutional stability and ensuring security. The relevance of the study is due to the need to review existing approaches to planning and develop practical recommendations for their improvement in accordance with new challenges. The purpose of the article is to analyze the theoretical and methodological foundations of strategic planning in the public administration system, determine its impact on national security. The work uses a complex of scientific methods of cognition, in particular structural-functional analysis, a systems approach, a comparative analysis method, elements of forecasting, as well as methods of substantive analysis of the regulatory framework and strategic documents. The article highlights the key problems of strategic planning in Ukraine, in particular the fragmentation of interdepartmental coordination, methodological uncertainty, imperfection of regulatory and organizational support and weak integration of scientific and analytical potential. It is substantiated that effective strategic planning is closely related to the level of ensuring national security, and that globalization and geopolitical transformations significantly change the vectors of strategic development. Practical steps are proposed to improve the strategic management system, in particular: harmonization of strategic documents, strengthening coordination and accountability, introduction of digital tools and indicators for assessing effectiveness. The results of the study indicate the need for a holistic reform of approaches to strategic planning in the public administration of Ukraine. Ensuring national security and stability of the state in the face of modern challenges is possible only if the analytical, organizational and regulatory components of the strategic approach are strengthened.
