FEATURES, HISTORY AND PROSPECTS OF MODERN PARLIAMENTARISM IN UKRAINE

Abstract

The article is devoted to the problems of modern parliamentarism in Ukraine, namely the peculiarities of the functioning of the Verkhovna Rada of Ukraine at the present stage, the history of the formation of parliamentarism, as well as its main problems and prospects. The Verkhovna Rada of Ukraine is the highest legislative body that plays a key role in public administration. Therefore, the evolution of the phenomenon of parliamentarism is important. Parliamentarism has a long history in Ukraine. The basis of general democracy was laid in the Kyiv state in the form of a "council". Such democracy developed during the time of the Cossacks in the Zaporozhian Sich and the State of the Zaporozhian Army. During the years of the Ukrainian national revolution and liberation struggles of 1917–1921, Ukrainian society received the classic version of parliamentary activity in the form of the Ukrainian Central Rada, the Ukrainian National Rada, and the Labor Congress. The last and most important stage in the development of parliamentarism is the period of Ukraine’s independence. At the present stage, Ukrainian parliamentarism acquires common European features, which is the result of organic development over the centuries in parallel with the European experience. The main principles and features of modern parliamentarism in Ukraine are the legitimacy of the legislature; independence and supremacy of parliament; the balance of political forces in parliament and the presence of the opposition; accountability and control of the executive bodies of the parliament; political responsibility of the government. The main problems, and therefore the main prospects of Ukrainian parliamentarism are to continue working on the legal framework of the legislature, to continue working in the fight against corruption at the highest level, de-oligarchization of political forces, increasing demands on parliamentarians, normalizing the status of parliamentary opposition and political culture.
