MODERN PERSONNEL MANAGEMENT CONCEPTS IN THE PUBLIC ADMINISTRATION SYSTEM: ASSESSMENT OF TRENDS IN THE INDUSTRY OF HEALTH CARE

Abstract

The current system of public administration in Ukraine is in an active long phase of reform. The ongoing reforms related to decentralization lead to both organizational and management changes in each unit of the overall system. The effectiveness of decentralization results will depend on the speed of response of individual public organizations to changes and the use of these opportunities, turning them into their strengths. Conversely, organizations or departments that resist change will lag behind others and lose pace and opportunities for development. At the same time, the modern system of public administration is influenced by other factors, including those related to changes in social and industrial relations and behavior of workers in the general system. Taking them into account is no less important than keeping up with the pace of decentralization. The main trends in changes in social and labor relations in the tandem employer-employee are summarized by us in modern concepts of personnel management. The following basic concepts of personnel management include: 1) the concept of E. Goldrat "employee, a person focused on self-improvement"; 2) the concept of S. Covey "highly efficient employee"; 3) the concept of D. Pink "employee – an internally motivated person"; 4) the concept of B. Tracy "employee – self-disciplined and in constant search of man"; 5) D. Goleman’s concept of "worker – emotional intellectual". Substantiated modern concepts of personnel management show that the efficiency and productivity of the employee has a clear tendency to increase, the employee strives for self-development. At the same time, a comparative analysis of these trends in public health management shows some lags in the trends and outcomes of implementing these concepts. One of the reasons for this lag is the specifics of the functioning of budgetary organizations, in contrast to business structures.
